First Use of “Lift” in Morut, Kolonodale Regional Hospital Building Reaches 85 Percent

The VIP/VVIP Treatment Building at Kolonodale Regional General Hospital (RSUD), North Morowali Regency (Morut), Central Sulawesi Province (Sulteng) became the first building in the area to use a “lift” (electric stairs), where construction progress has now reached 85 percent.

“We hope that, if everything goes smoothly, this new maintenance building can be inaugurated on April 30 2024, to coincide with the three-year administration of Regent Delis Julkarson Hehi and Deputy Regent H. Djira K,” said the Commitment Making Officer (PPK) for the Construction of the VIP/VVIP Maintenance Building. He walked through the halls of the building and noticed several rooms that were already in the “finishing” stage.

He explained that in some rooms, oxygen (O2), hydrants, air conditioner (AC), manual stairs and lifts, as well as other equipment have even been installed as VIP/VVIP class treatment rooms.

The three-level treatment building consists of 31 rooms with details of 28 VIP (Very Important Person) rooms and 3 VVIP (Very-Very Important Person) rooms.

According to the contract agreement, he said, the work is expected to be completed by mid-March 2024.

“According to the building supervisor’s calculations, work on this building has reached 85 percent. Apart from that, 90 percent of the materials are already on site. So it just remains to be resolved,” he said.

According to him, based on the contents of the addendum, the implementing contractor was given an extension of work for 75 days, or to be precise until March 15 2024.

The agreement states that if the implementing contractor cannot complete the work, after March 15 he will be subject to a fine of IDR 26 million/day until the work is completed.

He said that under normal calculations, it is impossible for contractors to delay beyond the agreement, because apart from having to pay quite large fines, they also have to pay work wages and other costs.

“If you look at the progress of the work, I am sure the construction of this maintenance building will be completed on March 15,” he said.

Conducted “review”

According to him, the extension of time for maintenance building work was decided by the relevant parties after a “review” was carried out with the inspectorate and the prosecutor’s office.

He added that the team’s discussion was quite long. They also went back and forth to check the physical condition of the field before making a decision to terminate the contract and at the same time appoint a new implementing contractor.

Construction of the Kolonodale Hospital maintenance building should be completed by December 31, 2023.

However, because the contractor was unable to complete the work, the contract was terminated and the work continued with another contractor.

“Termination of the work contract carries a big risk. The old contractor had to forfeit the work guarantee amounting to IDR 1.8 billion. “The money was deposited into the Morut Regency Government treasury,” he added.

Delfia itself is a replacement PPK. He replaced the previous PPK for the construction of the VIP/VVIP Maintenance Building at Kolonodale Regional Hospital, Ronald Lagombi, ST, who resigned.
